Updated the Withdrawal validation rules to allow modifications even after reconciliation, specifically enabling updates to the Xero Batch Payment ID to capture the Xero ID from Xero.

Why this change was made
To resolve an issue where invoice credits were duplicated when users manually synced payments from the Xero Manager, caused by the integration being unable to locate an existing invoice credit with a matching Xero ID.
How it works
Now that the validation rules have been updated, users can sync payments to Xero from the Withdrawal record without encountering errors. Updates to the Xero Batch Payment ID are allowed to capture the Xero ID, which is passed to the invoice credit and correctly mapped when users manually trigger the payment sync from the Xero Manager, preventing the creation of duplicate invoice credits.
